Johanna Bernard is an Institute of Education Sciences (IES) Predoctoral Fellow and an Education Policy Ph.D. Student at the University of Pennsylvania Graduate School of Education.

Her research interests include early childhood education policy, program evaluation, and cost and cost-effectiveness analysis.

She holds a BA from Bowdoin College and an M.Ed. from Vanderbilt University.
